There is only one problem that I see: in order to start a subproject, we require at least *two* active developers that have diverse affiliations. Please read the jakarta criteria which are very similar to the one we use. http://jakarta.apache.org/site/newproject.html This said, it's entirely possible that your contribution might end up living under another subproject and factored out as more people are working on it. Or, another option, is to host them on sourceforge and start a community there, keeping the software license compatible with Apache's. Please understand this is nothing technical or personal: we are afraid of accepting donations about efforts that aren't already backed up by a strong and healthy open development community. And this appears to be your case. Again, at the same time, this doesn't mean that we are not happy to accept your contribution and, eventually (upon community votation), to give you CVS access if you decide to continue its development. But I think your projects, as they are, don't meet our criteria for subproject creation.
