ASF Committers,

The Board had its regularly-scheduled board meeting today. Since we won't
have any approved minutes until some future meeting, I like to send these
emails to keep people informed of what the Board is doing. In some cases,
this may affect you and your work at the ASF. In other cases, it could be
quite inconsequential, possibly interesting, possibly not. Whatever the
case, I hope these summaries are generally useful.

* We discussed a number of license and patent-related issues, which were
  brought up by the XML and the Web Services PMCs. In particular, the XML
  PMC asked us for resolution on a couple questions:

  1. is it okay to use the short license [in source files]
  
     "short license" in this case meant a *reference* to the license, rather
     than a copy of the license.

     Answer: no. The full text of the Apache Software License, version 1.1,
             should be included in all source files. Incorporation by
             reference does not properly preserve the ASF's rights, nor our
             intent for the licensing of our software.

     Note: there may be a different answer when we roll out the 2.0 license,
           but we'll have to wait and see; that license is still a few
           months away from rollout, I believe.

  2. Can we include software that uses license foo
  
     Answer: Dirk is going to start preparing a page on www.apache.org to
             answer this question on a license-by-license basis, as they
             arise. The page will cover, for each license, things like
             whether it is acceptable to have it in our CVS repository,
             whether we can redistribute it from the ASF servers, whether we
             can "link" against it, etc.

  The Web Services PMC raised the issue of RSA patents that are touched upon
  by the OpenSAML project. We don't have enough information at this time to
  act intelligently, but we'll keep an eye on the situation. The Board also
  took this as an indication that we should develop a patent policy; this
  will most likely happen *after* the 2.0 license work (although: note that
  the 2.0 license does have some patent considerations in it, but that is
  mostly a reflection of an implicit policy, rather than a statement).
  
  Licensing and patent discussions should occur on the [EMAIL PROTECTED]
  mailing list. I believe that list is (currently) a closed list; please use
  your @apache.org address so the moderator knows you're "okay".

* The Board briefly discussed Mr Donald's committer status suspension,
  noting that it has expired and that the Avalon team has reinstated his
  commit privileges to that project. At this point, the Board has no further
  action plans or items w.r.t the suspension.

* The XML-Security (sub)project was moved from the Web Services PMC back to
  the XML PMC (at the community's request; they got swept up in the project
  migration).

* Chuck Murcko noted that we have a PayPal account now, and the contribution
  page now reflects that: http://www.apache.org/foundation/contributing.html

* The Board spent some time discussing the legal relationship between the
  PHP project and the ASF. This item has been hanging around for a while,
  and its resolution is a bit overdue. We're going to work with the PHP
  Group to figure out what the proper and best relationship is, to the
  benefit of all of us.

* There was a resolution to create a new PMC for the Maven project. We were
  already 20 minutes over our schedule, so we tabled this discussion. We
  don't want to table this for a whole month, though, so I'm going to be
  calling a Special Meeting of the Board, early next week, to wrap up this
  one item.
