I've followed the process of the defining the 2.0 license quite closely. I can only say that the ASF was in constant dialog with the FSF (represented by Eben Moglen). AFAIK there's, however, no public statement by the FSF, yet, that the new license is compatible but the ASF board considers that a matter of time. There was however a rather public statement by Eben Moglen about the compatibility of one of the draft versions where he identified a single problem which I think was fixed.

It's no surprise that we mere mortals have trouble understanding it.
