More documentation for the release is on the gateway page. To locate this, 
start at the UCSC Genome Browser home page http://genome.ucsc.edu/, click on 
the left blue navigation bar's top link "Genome Browser", and use the pull tabs 
to locate hg18.

The page for hg18 begins with: 
The March 2006 human reference sequence (NCBI Build 36.1) was produced by the 
International Human Genome Sequencing Consortium.

Then, scroll down to the Credits for more information.
