Good Afternoon Jerry:

Please note the discussion and related links about adding tracks to your
browser:

http://hgwdev.cse.ucsc.edu/~kent/src/unzipped/product/README.trackDb

Please note this discussion about the different graphing track formats:

http://genomewiki.ucsc.edu/index.php/Selecting_a_graphing_track_data_format

Creating the actual conservation track data sets is another question entirely.
You can read the general discussion about one conservation track in
this description page:
http://genome.ucsc.edu/cgi-bin/hgTrackUi?db=hg19&g=cons46way

Or specifically in the procedure that created this track:
http://hgwdev.cse.ucsc.edu/~kent/src/unzipped/hg/makeDb/doc/hg19.txt
look for the section starting with: ## 46-Way Multiz
