Update: Very sorry, I missed the part of your question where you mention that you are using the genome-test server. The general rules for the Table browser still apply and normally we would be able to help get you a file, but it turns out that this particular track is not quite ready to be used yet. It will very likely be updated soon to make some changes. Best advice is to use the data for hg18 already published or wait for the final hg19 version to be updated, quality checked, and released to the main browser (it is a priority track).
