Hi Nicholas,
That program requires access to the mySQL database. You could use the 
public one, instructions:
http://genome.ucsc.edu/FAQ/FAQdownloads.html#download29

Or, you can just get the file (ftp) named "chromInfo.txt.gz" from here 
(the first two fields are the same as "chrom.sizes"):
http://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/
