See this link on our wiki for more information about the chain format:
http://genome.ucsc.edu/goldenPath/help/chain.html

You probably need to change the permissions to make it executable as per 
the instructions on this page:
http://hgdownload.cse.ucsc.edu/admin/exe/

Then when you type the name of the file, you will get a usage statement.
