Hi Yan,

Unfortunately, we do not have any immediate plans to create a TFBS
track for the
mouse.  One thing you might try is our liftOver utility
(http://genome.ucsc.edu/cgi-bin/hgLiftOver),
to convert human TFBS coordinates to mouse coordinates.

As for your second question, all of the information on transcription
factors is taken from the Transfac "Matrix" and "Factor" databases,
version 7.0.  These are available with a free registration at:
http://www.gene-regulation.com/pub/databases.html
