There is a program genePredToGtf in the source tree, which is downloadable here:
http://genome.ucsc.edu/FAQ/FAQdownloads#download27

Additionally, our Table Browser can dump GTF format from an existing table or 
custom track.

I hope one of those solutions is useful to you.
