If you are wanting to report an issue with the rat assembly you may want 
to contact the Sequencing Center at Baylor College of Medicine as they 
are the ones that assembled the rat genome:

and to report SNPs you should contact dbSNP:

http://www.ncbi.nlm.nih.gov/projects/SNP/how_to_submit.html
