Hi Jay, Unfortunately, we do not have the liftOver file available at this time. However, we do have plans to build a browser for the UMD 3.1 assembly (see this previously answered mailing list question: https://lists.soe.ucsc.edu/pipermail/genome/2011-April/025566.html).
