Hi Bob,

The preview browser is a development environment, and the data on there 
is in flux. The page you linked to below has data being actively 
submitted to it, so the files.txt file cannot be expected to be up to 
date. Therefore, on preview, there is no way to programmatically 
retrieve all the addresses from files.txt with any confidence. 
Additionally, the data on preview has not been through our QA process.

I would suggest using our downloads page: 
http://genome.ucsc.edu/ENCODE/downloads.html
