Are you wondering about an annotation file for the chip in general, or 
the one used for our ENCODE HAIB Methyl27 track on hg18? If your 
question is the former, please see the Illumina website: 
http://www.illumina.com/downloads.

If your question is the latter, you can obtain this file in .xls or .csv 
format:

For the .xls, get the Illumina_Methyl27k_Manifest_hg18 file on the Myers 
lab protocol page:
http://hudsonalpha.org/myers-lab/protocols

For the .csv, get the GPL8490_HumanMethylation27_270596_v.1.2.csv.gz 
file in the Supplemental Files section at the end of the GEO page:
http://www.ncbi.nlm.nih.gov/projects/geo/query/acc.cgi?acc=GPL8490
