Hi Nicholas,

You can make this conversion using the ensemblLift table. This is a 
small table, so you may view it in our Table Browser: 
http://genome.ucsc.edu/cgi-bin/hgTables. Set group = All Tables and 
table = ensemblLift. For the region you mention, subtract 28696603 from 
the coordinates then +1 to get the 1-based offset in UCSC coordinates, 
for more info see: http://genome.ucsc.edu/FAQ/FAQtracks.html#tracks1.
