I asked the person who originally uploaded that table, and we found some 
information for you:

The values deal with Shannon entropy calculations.  The H value 
describes the overall specificity of a gene within a set of tissues, and 
the Q value designates the "source" of the specificity (i.e., which 
tissue in the set is expressed at a significantly higher level than the 
ubiquitous level).

Here's a paper that describes the model that was used (although it's not 
the same data):
