It sounds like you are referring to these sequences:
http://hgdownload.cse.ucsc.edu/goldenPath/hg19/encodeDCC/referenceSequences/

I don't see a reference to "hg19full", but I believe it refers to the 
regular GRCh37 reference sequence, which is what we display in the 
Genome Browser (we call it GRCh37/hg19):

http://genome.ucsc.edu/cgi-bin/hgGateway?org=Human&db=hg19

The URL that Hiram provided is for GRCh37.
