I attempted a clean bootstrap today, and everything went perfectly

Good news is that I was able to get that far before hitting errors of any type!

Bad news is that I believe that's the error I never got past last time.

What should I try at this point?  Why is /usr/bin/perl getting used at
all?  Do we need to emerge perl before trying to emerge system?
