IMHO this isn't a good advice.
I managed to pile up a bit of mess in my system when I set
aside /etc/portage/package.keyword with the intention of cleaning it by
re-creation.
Not every package needed was listed in subsequent "emerge -aDuv world",
so I discovered many missing packages during normal usage of the
computer, the following weeks; in the end was quite a long process even
if I never missed any important packages.
The reason is (I suppose) that portage use also the information it
gathers from files in /etc/portage/ to determine what it is
installed/upgradable, not only those from "world" file.
