Well i don't think it needs to be possible to whipe /var without
breaking the system. That's what /tmp is for.

For me /var contains variable data genereated by programms and
daemons. That's stuff like caches, spools or stateinfos. Data
created by programms (mostly daemons but also normal apps).

That excludes handwritten data like /var/www (especially data
which gets only altered by the user and is never being changed
by the application or daemon directly) but i won't warm up that 
topic again. :-)
