The person could do a stage3 install, change the /etc/make.profile link, then emerge -vuD world, which would downgrade linux-headers. The only other recompiling required would be glibc. Once that had been done, the user would then be on a 2.4-based system with 2.4 headers and a 2.4-headers based glibc.
