so all we need is versioned eclasses
so the inherit line can be changed in a different ebuild rev bump
all happy again, 0 in ebuild, still user is safe

this has no meaning in the current toolchain setup ... look at the ebuilds, there's nothing in them
take binutils for example ... all of the ones that inherit toolchain-binutils.eclass has pretty much 0 code in it
