It would be possible if there were uptodate, split KDE CVS ebuilds. The old 
ones that are still lying around somewhere are 1) monolithic and 2) so out of 
date, I'd expect many not to compile correctly.

Of course, such a setup would always be limited by the fact that kopete from 
CVS HEAD might require kdelibs or other libs from CVS HEAD also. Some KDE 
modules can work with older kdelibs (IIRC kdepim 3.4 officially works with 
kdelibs 3.3, although some functionality is then unavailable), some can't.

BTW, I hope the kde-3.2 in your subject line is a typo... (Frightened me for a 
second :-)
