But are you convinced the keyword order is not the right place?
In case you are, stop reading =]

In case you are not, I would argue that maintainer's arch is an entirely
different item of information from the list of keywords. There is little
correlation, if any, between changes in maintainer arch and changes in 
the list of keywords.

For this reason I would not encode the maintainer's arch in the list of 
keywords.

This means that I have no strong preference for any particular ordering
and I would be inclined to go for anything that has a small advantage
over the others, such as being able to find keywords at a glance. 
It might even be too small an advantage to make policy out of it.
