Yes, UTF-8 in tetex3 works fine, at least for me (not like I use extensively unicode-level characters, but in tetex2 also renderning the 'ò' of my name without using the compound sequences was a nightmare). One of the problems I found was that latex2html does not work with UTF-8 encoded files. But that's a side problem I think :)
