Sure -- take the current herds implementation, and rename it to 'gaggle'! Then
we can call things the base-system gaggle, the toolchain gaggle, etc...
Even metadata.xml will look much better, i.e.:

New sample:
<gaggle>base-system</gaggle>
'herds' also implies say, a group of cows just standing around in the middle of
a grassy field, doing nothing but eating grass and staring at little green men
demanding to be taken to Earth's leaders. Oh, and contributing to global warming.
'gaggle' implies a much more active nature, like a gaggle of geese chasing down
a pedestrian with a load of bread, and honking at him until the bread is
surrendered and, terrified, he takes off running.
Hey, taking the same old idea and giving it a new name works for the US
Congress....
