One issue is actually with how to close bugs that were caused by a failure at the user side that was resolved. That might be marked NOCHANGE instead of INVALID. Sometimes the bugs are even "valid" in the sense that it makes sense that the user did something wrong, or "forgot" to run revdep-rebuild.
