This library is used for processing Unicode text in several high-profile packages, including Chromium and other Webkit browsers, PHP, boost, and many more.
Fair warning: ICU tends to break several packages with every major release, so thorough testing is needed when bumping it. This package is currently being maintained by proxy by a former Gentoo developer, Arfrever. Given this package's potential to cause problems, this situation is not ideal. It would be really great if an active Gentoo developer would step forward and take care of this one. -- Mike Gilbert
