Even less: The discussion in this part of the thread was
only about the implicit connection of package.accept_keywords
with *use.stable.mask, i.e. about removing the
side effect of unmasking USE-flags by these files.

As I understand, this would not find any majority since
developers want faster stabilization paths.
I think one can live with it if it does not cause the
dependency hell - and this can be avoided by removing
mentioned side effect. But if done only for EAPI=6 or
newer packages, in practice this side effect will remain
forever.
