it is also possible to use "ebuild" to unpack, then run ./configure
yourself (with your own options), and then use ebuild again to compile
and merge to your live system. you can then package.mask all versions
above that which you are using to prevent your changes from being
wacked. this is easier for some to do than to create a overlay for _one_
package

we (gentoo) can't provide USE flags for every possible ./configure
option... as for if this case deserves one, thats for the package
maintainer to decide. i would recomend contacting him/her on irc
