What syntax did you use? You must enter a specific version of a
package that satisfies this virtual (and it must refer to an ebuild
that's actually in the portage tree). Because of this, you needn't use
an operator in the package atom either. Try this:

# echo "net-mail/qmail-1.03-r16" >> /etc/portage/profile/package.provided
