In my case, ntpd (or maybe ntpdate, I don't remember) complaint about this file missing. I've taken a look at my configuration files, and I have in /etc/conf.d/ntpd a line with the following:

NTPDATE_CMD="ntpdate"

This line was initially commented. According to the comments in the file, this is the command to set the clock initially, so maybe the /etc/ntp.conf is only used by ntpdate, and you don't need it if you don't use it.
