With two Win98 computers, just enable Print and File Sharing and give
each computer a name.  After the appropriate reboots, the disks (and
printers if you define them) will show up in Network Neighborhood.  You
can control permissions for read/write, as desired.

Samba isn't needed for this; it's built right into Win98.
