You are correct about the one line that I have in /etc/resolve.conf, but I have not enetered chroot yet because I want to make sure I have internet connection before precedding with install.

Did you copy your /etc/resolv.conf to /mnt/gentoo/etc/resolv.conf before you entered the chroot? If not, you can either leave chroot and copy it, or make a new one. From what you said I reckon you should have a single line saying:

nameserver 192.168.0.1
