Sorry, I wasn't clear. If you do not have one, create /etc/portage/package.mask in it put the line:
>=net-www/apache-2.0.0 save it, and emerge -p apache and see what comes up. Same trick works for mysql if you aren't ready to move to 4.x =C= p.s.
