What it does do is scan every ebuild in /usr/portage and put all the info, including description, homepage, and depends, in a MySQL database. A second program, when written, will be responsible for marking what is and is not installed. By itself, it's not very useful, but it can be used by a package management program which uses the database as a backend, including depends based on current use flags. It does, of course, take a while to run this program.
