You can get portage images from most gentoo mirror sites (in the "snapshot" directory). You could, for example ftp one of these images to your networked box, but how you get it from there to your paranoid box is up to you :-) Then simply untar the portage image into your /usr/portage directory and you would have an updated portage directory. (there are applicable instructions in the install guide) To actually update the packages you could manually fetch them with your networked box and transfer them across to your paranoid box in whatever way you like (as with the portage snapshot above).
