emerge -p  is --pretend, and will only show things that need to be 
updated.

You want emerge -pe world, --preetend, and --emptytree.  the --emptytree
will say that things need to be reinstalled.  This will show you what it
will do.  If you are happy with what its going to do, then run emerge -e 
world.
