emerge the gentoolkit, then do a revdeb-rebuild / or something like that [not at my gentoo workstation right now].
But, anyways: this, [unsupported ?] package has some scripts in, one of them, the reverse dependency rebuild, which should go through all packages, and recompile and reinstall any with updated libraries or such.
