By issuing emerge -pv python you're telling portage to remerge python. You can 
do it as many times as you like, and the output will be the same. (Unless, of 
course you run emerge sync and python has got an update)
  So, you're not really supposed to reemerge the package, but since you're 
telling portage to do it, that's what it'll do. The output of emerge -p 
simply tells you what portage is going to do.
