Go to http://emsmanager.net/ and check out the screenshots, I did the trial period for free, and it works pretty well, but as I said it's $1000 per year hosted on their server. It doesn't look that difficult, I'm pretty sure it is php and mysql. I would think someone here could do it pretty quickly and easily! It is above me and my time constraints.
