Not sure why they would allow telnet and not ssh. However, since I assume they are accomplishing this with port blocking, you can get around it by getting ssh to listen on the telnet port. Or, if you are using a cable modem/firewall, you can do a port forward. :-)

(or even disable the firewall for your account altogether, if you prefer so).
If they can't, try to live with it or switch your ISP...
