Is your router doing port-forwarding or do you use an official IP on the
machine you want connect to?

You can make sshd listen on port 23, however the connection establishment
with ssh protocol is a little bit more complex than doing a connection
via telnet, so I'm not shure that it will work with the limitations of you
ISP.
