Ãyvind, in my country (former soviet republic) all ISPs, but ISPs that provide dial-up, are monopolists. So they can do what they want, because 256 kbit/s is better than 14400 bit/s, so users are glad, and don't resent. It's typical behavior of the former citizens of USSR. PS.
