I had something very similar some time ago. All went normal when I removed all
artsd-related stuff in ~/.kde. So do:
cd ~/.kde
find . -name "*arts*" -exec rm {} \;
Restart KDE and re-configure artsd (if the default configuration isn't to your
liking).
