You say it's a new hard drive?  What's the make and model?  Like Colin
suggests, will it boot with the hard drive (or controller card) unplugged? 
Can you boot with a different hard drive installed?

Another idea is to strip all hardware (hard drive, modem, NICs, IO cards,
etc) except the basic essentials.  If it works, add them back one-by-one
until something breaks.

Does any other OS work with this hard drive?  Maybe your power supply is
insufficient.  (I've been running into that a lot with PIII units.)  If
your power supply is over-taxed, then you'll get hardware problems (esp.
hard drive/cd-rom problems).
