They had one year to migrate from MS Office to OOo.
About training what they speak about is time of classroom learning. After that every person keep his time to achieve the learning and came back to previous productivity level (and surpass it).
That sayd I think most of the people there are entusiast of the switch, I think they work better and with more satisfaction with Linux.
