Windows bootloader needs to be on the first nfs/vfat partition on the boot 
drive and that partition must be "active/bootable".
However, if using Grub you don't need Windows bootloader.
ie:
# Windows
title Windows
rootnoverify (hd1,0) 
chainloader +1

This loads windows on hdb1 partition.
