Ctrl-Alt-Del can be set to do what you want. I have this in my /etc/inittab:
ca:12345:ctrlaltdel:/sbin/shutdown -P now
This way Ctrl-Alt-Del calls power off instead of reboot.
So to shutdown I just exit from Openbox and press Ctrl-Alt-Del.
