Then kernel needs (depending on your setup) to find the root filesystem and then /sbin/init. And init needs to start up the rest of the system. The above have been working wery well for a long time, but if you don't use udev and initrd et al, most (all?) distributions don't help you anymore with it; you have to know yourself how to do it.
